Treatment (late Fee Policy established or not, DCC1-6=trt, DCC7-10, control)
Week  (1-20, Treatment began for Treatment group at week 5, ended at week 16)
Block (5 Blocks of weeks: 1-4,5-8,9-12,13-16,17-20)
Number of children in day care center
Number of parents arriving late
Arcsin of sqrt(proportion of late parents that week)
